Why the Budapest-Belgrade railway ended up bypassing major Hungarian cities

The reconstruction of the Budapest-Belgrade rail line which Hungary is spending HUF 800 billion on is nearing completion. In the meantime, the government has announced the construction of a parallel line, and it is now becoming clear why they did not want to abandon the project, financed mostly via a Chinese loan, even though it is not exactly advantageous for Hungary.
